Is there ever going to be a fix for this problem?

To elaborate a bit on rdale's response to this question, there won't be a "fix" on MECA's end because it's not a problem for the users of the system. The equipment they have is much more sophisticated than a scanner, and is able to deal with the simulcast issues.

Just make sure you have all 4 CC programed in and unlocked MECA today has rotated CC 856.5125 active CC today

I'm taking a risk here, because I know that many forums will enjoy lambasting a newbie with flames and charges of stupidity. The forum I spend most of my time on is INGO - INdiana Gun Owners. We have a culture of kindness and helpfulness, and I'm hoping this forum has a similar culture.

I have my problem solved here on the Northwest Side of Indianapolis.I just programed the four control channels into my Uniden 396T and locked out Channel 2 and 3 and I am able to hear all the talkgroups including IMPD, NW, N, NE, SE,SW, DT. including Fire and EMS . I have also done this to MECA PD Digital and am able to hear Beech Grove, Speedway, Lawenence PD with no problems and no garbled audio.Recomend that you try this and see if this clears up your problem.
