As promised here are the results.

WARNING: I am a highly experienced Technician (Engineer actually). If your not comfortable doing this then DONT
WARNING: Since this is using a lubricating cleaner remove the control from the unit do not try to just spray it 'in there'. If the cleaner gets on the back of the LCD display assembly it WILL leave run marks that wont go away. Also components or circuits may be damaged by over spray.

I disassembled the unit (watch out for the speaker connector) and swung the head forward to gain access to the scroll knob control. Dont tug on the connections if in doubt disconnect the cable/flexes.
I then removed the front plastic housing and removed the scroll control. I then (using the straw that comes with most cleaners) carefully sprayed a SMALL quantity (a few drops Dont give the control a bath) of cleaner on the top of the scroll knob (thats not the front where the shaft is). I then worked the control rapidly left and right through several rotations. I then repeated the spray and work the control steps. I then re-assembled the unit and tested operation. Result the control is working 100% with no skipping or double steps.
That is my results I cannot guarantee that you will have the same ones. Finally Again read the warnings do this at your risk. If you damage the unit in anyway its your fault not mine or anyone elses.
