Is it a system or group quick key? Is it a conventional or trunked system? Here is a PDF file which will explain how to use quick keys: Print it out and save it for your reference. Are you in Pennsylvania or Connecticut?

The manual says Scroll to "Set quick key" but it doesn't explain what you use to scroll to it?
It is a conventional frequency. It does explain what controls to use to scroll to that system- whether it is the knob, button, etc. Thanks.

Did you see my previous post #2. I know now that you are in CT.
I did not see your post #2. Thank You. I have tried the Function than quick key number, but there is no indication that this is "toggled off" or not- no confirmation.. One needs a graduate degree to figure this out,

Do you want to turn a system or group on and off? For a conventional system, you need to assign a system quick key to the system to be able to turn the system on and off. For a trunked system, you need to assign a system quick key to the site to turn it on and off. If you want to scan several sites in a system, you can assign a different system quick key to each site to be able to select the site or sites you wish to scan. A trunked system requires at least one site to function. If all of the sites in a system are turned off, the system is off. Pressing the FUNC button and then a number will toggle a group quick key on and off. You have 10 group quick keys available for each system. Group quick keys are assigned to groups only. You can sort the talkgroups in a system and place them into different groups such as Fire, Police, Public Works, etc. You can then select which talkgroups you wish to scan in a system by turning the group quick keys on and off.
