12528 Appears to be San Diego Community College PD new primary dispatch from the way I am hearing it also it showed up patched with the 27888 talkgroup.
The way I hear them is seeming like a game of cat and mouse they switch talkgroups off and on now from the way I heard them this morning it sounded like an SDPD dispatcher and mentioning the college.
