There are 3 levels of urgency when issuing maritime statements:

#1 MayDay!: Obviously the most urgent, for example "We are sinking and need help NOW"

#2 PAN PAN: (pronounced paun paun): This is fairly urgent and usually is issued when somebody or some ship is missing but there is uncertainty as to whether they just forgot to report in or maybe they are floating around somewhere and could use some help.

#3 Security: (prounounced securitAY): A routine information statement to whoever is in the area. It can be about weather reports, ice reports, buoys that are off station, ships will also issue a security announcement if they are about to undertake a maneuver that may come as a surprise any other ships in the area.

It is not security but securite pronounced as archduke said. Here is the info from the U.S. Coast Guard on the proper procedure to transmit:

Transmission of the safety message:

tune the transmitter to the frequency or channel indicated in the DSC safety call;
transmit the safety message as follows:
"SECURITE", repeated 3 times,
"ALL STATIONS" or called station, repeated 3 times,
"this is",
the 9-digit identity and the call sign or other identification of own ship,
the text of the safety message.
