There is a one freq DMR system near me I want to program with Sentinel (FCC Callsign WRPK414 (AMAZON.COM - TLH2)).. There are actually eight different frequencies with sixteen different talkgroups so I guess logically its really eight different systems co-located.

Is it ok if I create *one* system with eight different sites (one freq per site), but then create a single "department" with all sixteen talkgroups in the one department, or do I need to create eight different systems, one site in each, with one department and just the two talkgroups (for the two slots for each frequency) for each site?

Yes, you can program this a few ways. First, confirm it's a conventional system (I know the license says Conventional, but I've had that happen where it was a trunked system or the other way around). You can create 1 site with all 8 frequencies, or 1 system with 8 sites. Whichever works best.
