I've got a PRO-106 which exhibits a similar issue, it's possible it's the same problem as the OP but there are too many variables in play to say definitively.
Here's a test that one could run: manually tune to a frequency, say, in the 772 MHz band. It must be known ahead of time the frequency tuned is clear and not in use by any transmitter in the that area. Similarly you could set up a small search range, of say 1MHz. We would expect there should be NO activity on at least SOME frequencies in this range.
In my PRO-106 the S meter is pegged FULL scale,
1) NO MATTER WHAT FREQUENCY IS TUNED (in the 700 MHz band), and
2) the S meter completely disappears if the antenna is disconnected.
For this test the regular, stock rubber antenna was used.
DIAGNOSIS: Severe RF front end intermod (the worst I've ever seen in any radio).......... No radio reset is going to fix this.
