SIM-11 Activity

I just heard some activity here in Eastern Ontario on SIM-11 (148.765 MHz.) which sounded like an aircraft identifier, "Golf Oscar Golf Julliet." Checking the Canadian Civil Aircraft Register Aircraft Registration (CCAR) - Immatriculation des Aéronefs (RIACC) I find C-GOGJ is a Eurocoptor operated by the Ontario Ministry of Natural Resources, Aviation and Forest Fire Management Branch, out of Sault Ste. Marie. Since when do MNR use SIM-11? Or do provincial ministries now lend each other their helicopters? Just curious!

The MNR units on Fleetnet all have access to Sim 11.

As to why they have SIM11 access - MNR Enforcement is dispatched by OPP Communications Centers. SIM11 is the 'backup' or 'off network' access to the PCC. Since they're an air vehicle, they don't use Fleetnet (trunking), so this is their only way to communicate back to the PCC.
