Despite 5 miles, it's scanning all the way down to the Cape

If you choose to pursue location control, the range settings enable sites that are within the combined range of your scanner's range (your setting is 5miles), plus the Site's range. You may want to have a look the following to get a better understanding of how it works:
How it Works: Location, Location, Location

As you have noted, you will only want to scan sites that are close to you. There are multiple ways to achieve what you are trying to do - select what sites you scan:
  • Avoid unwanted sites
  • Delete unwanted sites
  • Use site quick keys to avoid unwanted sites
  • Use Location Control to avoid unwanted sites
You may want to try multiple approaches and see what works best for you.

Do you have Location Control set to ON for the favorites list? It’s in the options tab in favorites list editor.

In the main menu.... Manage favorites - > select the favorite list you are using->Use Location Control->On

All this information is in the manual.

Should I remove the sites from the favorites list, or just tag them with an avoid? I'm assuming that an "avoid" is like locking those sites out from scanning.

I have not seen this directly addressed, but if you simply AVOID the unwanted sites, they will not be added back if you update your FL from the main dB and they will remain AVOIDed.
