Skagit County UHF Frequencies Propagation

How is it possible that I'm capturing in Snoqualmie, the SKSO transmission on UHF frequencies such as 453.400 PL 107.2 dedicated to their dispatch?

Their license information doesn't show they have a repeater next to me. ( ref: FCC Callsign KNAE847 (SKAGIT, COUNTY OF) )

Eskip maybe? UHF can duct pretty easily given the right conditions.

If memory serves correct the repeater is on Mount Constitution
