tried to change things in Notifications but that did not work. I'll check Notifications again to see if there is something else to shut off.Are you "clicking" on your wallpaper once it comes up? Often there are several areas you don't want to click on (stories about pictures, etc.) Most of that you can turn off but I can't tell which one you may've clicked on (or near). If it's coming up "automagically", try this:
In Windows 11, open Settings > System > Notifications, then scroll down and unfurl Additional settings. Disable Show the Windows welcome experience, Suggest ways to get the most out of Windows, and Get tips and suggestions.
Let us know how you make out. You may need to drill into "Notifications" a bit. If you're using a "lock" screen (PIN or Password) just try hitting ENTER (no clicking the mouse on anything) once or twice - once things come up and settle down.

Right click on desktop and click personalize, the change the background to something other than windows spotlight.
This is not a notification problem.

Definitely worth considering. Windows 11 is really pop up city but I did turn enough stuff off to make it bearable. Wish I could stick with Windows 10 indefinitely but Microsoft in their infinite "wisdom" says no more support soon.
