SNACC Talkgroup Patterns

I came across a couple unclassified TG's on SNACC the other day, 1619 and 2075. Not enough traffic to positively determine what Department they belonged to. Is it reasonable to assume that SNACC TG's follow some sort of pattern, i.e. University Police has TG's in the 16xx's and Clark County Parks Dept. uses TG's in the 20xx's. The traffic I did hear seemed to match. 1619 was discussing printer rolls for citation machines and 2075 was discussing manhole covers.

Something I've done in the past is create a spreadsheet, with first column having the talk groups 1-65535, then dropping in the known talk groups from RadioReference into the spreadsheet. It should be pretty evident at that point what the pattern is for how they're assigning talk groups, usually by agency.

There might also be some conversion from the EDACS system over to P25 that becomes evident once you get it into the spreadsheet (sometimes the HEX IDs on both systems are the same, or sometimes you have to add or subtract a specific number from the DEC ID on one system to get the new talk group number).
