After having Uniden's for years, I got a PSR800 for the IF out to use with DSD+ and it works great for Provoice. I used EZ scan for programming it and it's ok. But is there anything like Freescan or Proscan that can control the PSR800 with a PC and have an on screen display?

Unfortunately the 800 - along with its Whistler and RS cousins - use proprietary protocols for their radio that, at least to this point, no one has been able to duplicate - and probably won't be able to (not without some potential legal issues).

I hope that some day there will be others like Butel or Scancat to somehow be able to get a license to write new software programs. I am not really a big fan of Scancat but I really like the Butel software for my other scanners. I find the EZScan software useable but not as easy to use or as fast as the Uniden Home Patrol or the Butel software. It is slow to update and send to the WS1080 scanner. I don't understand the big deal with the licensing since it uses the Radio Reference library just like the Uniden Scancat and Butel.

Use a card reader .. and not directly to the scanner. It is exponentially faster. I have never programmed my GRE / Whister scanners directly.
