Black man holed up inside Fairmont Terrace Apts. Just got a white male, female and two kids out. Black male still holed up in apt.

Just called for a long gun to shoot some lights out inside the building.

Asked for 4 more cars. They've got a bunch out there already.

It's an armed robbery suspect. He had two handguns. PD has 1 smith 40 in possesion.

He's still got the stolen money in a blue bag. This feller's big. 6' 4", 230.

It's a bank robbery. The gun they recovered belonged to the bank security guard. Not much in the last 5-10. They're working logistics on placement of officers and lights. Knocking some out and lighting up the balcony better. It's getting dark now. The sun was still up when this started.

Tulsa Police are looking for two men who robbed a Bank of Oklahoma branch Friday morning.

Police say two men entered the bank near Pine and Lewis shortly before 11 AM Friday and took a female security guard's gun. They demanded money from a teller and took off into a field behind the bank.

No shots were fired.

If you know anything about this robbery, call Crimestoppers at 596-COPS. You don't have to give your name and you could earn a cash reward.

Sniper has a line of sight into the room. Doesn't have a bead on the suspect yet, but thinks he's sitting in a chair.

Dispatch is ready to break-in on the phone line. It's been busy. Also have a hostage-line setup and ready to go.

Staging a pair of EMSA (ambulance) units at the entrance to the apts.

No voices on the phone line. It's just off the hook. No other cell phones known inside the apt.

Still clearing the area. Not enough good kill zones yet. Almost ready to make an announcement on the PA.

Interesting. Supervisor said the following...

If the suspect comes out on the balcony, he can not leave the balcony with a weapon and he can not threaten anyone with a weapon, understood?

Does that mean if he does either one of those things they should shoot?

Kinda quiet while I was eating. They had a family with kids that was in the kill zone and they had to relocate them to another apartment.

They did just announce to all cars at fairmont...

"The rules of engagement. Suspect can come out on the balcony or out the door without a weapon and can go back in. The suspect can not come out or leave with a weapon."

The supervisor coordinating this incident is a female officer. She's doing a good job.

They aren't quite ready to start making announcements to the suspect over the PA. They want to get a ladder from FD and climb up the balcony of the apartment right next to where the suspect is. This is a little dangerous and they're taking precautions. It's raining here now.

Anyone else monitoring this or just me?

This is going slow now, but they're being safe. They're now attempting to make entry into the apartment across from where the suspect is to secure any occupants.

They also announce that the shield is moving up. I haven't figured out what the "Sheild" is yet.

They've been making announcements to him for almost an hour now with no response.

Still no response from suspect. They have his name now. Special Ops is moving into position now. Haven't heard any traffic on 32432 yet. Looks like it might be a long night.

I have been listening since they asked for the extra 4 cars

They've almost relieved all the duty officers with SOT personnel. I heard them say switch over to SOT, which according to the DB should be TG 32432, but I'm not hearing any traffic on there. They might be encrypted but I would still have a signal on that TG like EMSA. I wonder if they went to a simplex frequency or something else?
