Yes, probably arena staff and/or any supplemental staff, i.e. CSC or the like.

I haven't really dived down the WWE comms rabbit hole too much yet. WQXP734 is the only license I have listed in my files, but it's just for corporate HQ in Stamford, CT. ("Titan Tower" as Jim Cornette refers to it, I think.)

Will be a Motorola Capacity Plus system in a rolling roto-rack enclosure using a hybrid transmit combiner and receive multicoupler with two antennas. Laird FX or FG series antennas most likely. Typically they try and mount these on the roof but sometimes they hang them from the rafters.

in the past, I've found the WWF now WWE using UHF business band itinerants, also the tour buses were on the VHF MURS
2W good luck hearing them outside the building footprint, also having worked with previous WWE events, they have their own radios so I suspect these will be used by the arena.
