Starcom 21 help

I haven't posted a query in a while so, i may be going about this the hard way.

I am retired from an agency in Rosemont Illinois. I now live in Kentucky but When I visit family in my previous jurisdiction, I bring an SDS100 scanner with.
As of: January of this year they had transitioned dispatch on all Communication to NORCOM communications for their dispatching I know all PD comms are Encrypted but, Fire is not listed as such, they are licensed on 154.370 and 154.340. (which are the same as previous) But, When I scan to hear them, I can hear the auto aid companies from neighboring towns speaking to dispatchers, but I still cannot hear the Rosemont Fire Units or conversations with dispatch at all.
Even if I scan using the zip code feature.
What could I be missing?
NOTE: In RR it does indicate that they are using a DPL 073 in input is that is any help.

Rosemont Fire department is dispatched on the Starcom system. TG 35130 I usually don't hear them simulcast on VHF when they operate on Starcom. But I've heard outside departments call them on VHF

Yes, that's exactly what I described. If I use the zip code feature on my SDS 100 I can hear the other departments responding with them, but not the Rosemont units and dispatch. I'm thinking that it may have something to do with the notation on RR that they have a DPl on the input frequency to the repeater, yet the auto aid companies can hear them. Also when they respond to the North which is RED Center, on auto aid I can hear them.

Yes I have updated the database. FYI: This only seems to be happening with the dispatch frequencies on Starcom 21 effecting my alma mater. All other agencies on Starcom 21 still receive. Also if units from Rosemont respond into RED Center's dispatch groups on the same Frequency (154.340) I can hear them on There. I'm new to this Starcom 21 system, and Rosemont only went to it as of Jan '24.

So, shouldn't I be able to hear them if I have StarCom 21 in my favorites list? I'm not quite sure I have that set up correctly, but I know it has something to do with control channels. I will have to get back into it and check the settings but, I won't be able to test it until my next trip up from Kentucky....LOL

I hear Rosemont here in Joliet on T1-02 on TG35130 perfect on my Uniden 996P2,....
