Starcom21 Voice Inversion?

So I am in Lake Bluff area (I'm from MA, attending my grandsons Navy graduation), and of course brought the scanner along.

Started listening to the Starcom21 Statewide system. I am hearing what sounds like Voice Inversion... for different counties (many police) and they all present with garbled voice. ISP Troop 3 is clear. Is it voice inversion?

Not all LE in Lake county is encrypted. Most are though

Which scanner are you using? If not an Uniden SDS model, it could be a reception issue due to this being a simulcast site?

Voice inversion was a simple encryption method used in the late 60’s-80’s or so. AFIK, it was pretty much obsolete by the end of the 80’s. It was a simple method that was easily broken. In fact, Popular Electronics even published a circuit in 1976 or so, in their magazine. It was published under the title of a telephone voice scrambler. At the end of that article, it told how to modify the circuit to make a police descrambler. Ramsey even sold a kit. I still have an unbuilt one

There ARE encrypted talkgroups for each troops Investigations and TRT officers., just not the Dispatch tg's.

A tiny private college security department is on business band. that's reaching... So NO municipal or county police department not on Starcom or encrypted.

McHenry county sheriff and NSA talk groups are in the clear. If you are close to Kenosha and southern Milwaukee suburbs the sheriff and city municipalities there are in the clear as well. But that’s about it.
