State of Delaware law talk question

hey guys, im a bit new to this and have always been into scanning for a little on public saftey stuff. I just purchased a uniden bcd996p2 scanner. Had a local radio shop load the radiorefrance data base into it for me. Everything is great but as of right now i can not hear dispach on any of channels. I can only hear the units talk back. Iv been doing some reading and reading talk of suscom, kentcom and recom going ENC full time is the term i popularly see. Im assuming encryption. i was under the impresstion these expencive scanners decoded it if you will. Am i missing something? Do i need to reprogram? Any input would be great.

NO SCANNER will decode Enc radio, plus it is illegal to do so.

If you live in New Castle County I think you might still be able to receive a couple of Newark PD channels. Other than that all PD channels in Delaware are encrypted. If you want to listen to law enforcement, try listening to DNREC or DRBA.

If you are really close to Wilmington city (within 5 miles of downtown) some of their PD activity is clear. Aside from that, what the others said. Not much LE in the clear aside from the mutual aid and interop channels at times.
