The State of NJ has licensed HF recently in Salem County.

Perhaps the SHTF always on, simple, point to point, no internet or microwave networks or towers needed. 1000 watts USB not shabby. I note the PW designator.

We've got those over here on the other coast.

Most large agencies, hospitals, NGO's and large public utilities have (non-ham) HF gear as an absolute last ditch fall back communications system. A lot of it is grant funded.

Our state OES has their radio on 24x7 with ALE and we can contact them at any time. Weekly test nets, also. There's a wide selection of state licensed channels (under PW, as you noticed) as well as federal frequencies we have access to. Grant funding bought us two Codan fly kits with antennas, etc.
