I was just wondering if their P25 communications are in the clear or encrypted. The last time I talked to the district emergency manager, he said they were encrypted. I have no idea one way or the other as I have never heard any traffic via the Owensboro tower. Also, would it be worth my while to put the old analog system back in my scanner? I never did hear any traffic on it either back when I used to scan it. The last time I heard on any traffic on State EMA, in my area, is back when they still used to run the old VHF low band system.

It is digital, with some encryption in Louisville area.
I would keep the VHF 139MHz analog in, just to see if still in use, and program the others (digital) to see if it is in use as well. Even if you can't monitor, if and when you get a digital scanner, you and those in that area will know what to program.

I don't know about the low band system.
