The "Skywarn" feature of the PRO-83 is nothing very special. Here are a couple of excerpts from the manual.
"The Skywarn function lets you jump directly to the
last channel in memory (Channel 200) from any
mode by pressing FUNC + . The scanner goes
into scan hold mode and starts receiving
transmissions in the last channel. If no frequency is
programmed in the last channel, No Prg appears
and the scanner sounds an error tone."

"Enter the local Skywarn frequency for your area into
Channel 200 on your scanner, then listen to Skywarn
first when severe weather threatens."

Basically when you press the "Skywarn" button, it tunes the scanner to channel 200. You still need to know what the local skywarn frequency is in your area and program it into channel 200.

The Pro-83 is manufactured by Uniden and is a slight variation of the Uniden BC92XLT.

A lot of skywarn communications take place on the amateur radio 2 meter band. Search 144-148mhz to find activity in your area.

Here are some agencies that I know off the top of my head:

Grand Island - 146.940
Hastings - 146.820 (Direct Link to NWS Hastings)
Norfolk - 146.730
Omaha - 146.940 (Direct Link to NWS Valley)
Lincoln - 146.760 (Direct Link to NWS Valley)
Souix City - 146.910
