Strange Antenna Type ID?

Just noticed these antennas the other day. Looks like a two “C” shapes, one horizontal and the other at an angle (~30-45 deg). Not sure what they could be for, makes me think of a turnstile antenna used to change the signal polarization to circular, but I’ve never seen a collinear turnstile array. If anyone knows, please reach out!

FM broadcast antenna, circular polarization.
That’s exactly it, I remember learning that FM broadcast uses circular to support horizontal and vertical polarization antennas. Guess my line of thinking wasn’t too far off.
