submission for Common Freqs

I noticed that most of the nationwide public safety interoperability frequencies
are missing in the Common Frequencies / Common Public Safety Frequencies area.

Since there is no submit button there, I will post them here.
At first I tried pasting them into the message window but it looked crappy,
so I'll upload a spreadsheet. Maybe Lindsay or another admin can add them.
