Tacoma public safety

Do you need a apco digital scanner since the voice on this system says analog voice? I am on Mercer Island and can't get anything from them. (Currently I use a pro 107 and a BC898xt

So Tacoma police are encripted? No one can moniter public safety there? That seems unusual since Seattle is not that way. Also the trunked system is Motorola type 2 with both analogue voice and apco voice. And I am actually in a place with a big antenna and I can get counties further out than Tacoma. So wouldn't I hear something? Also in this area, is a digital scanner an advantage or not worth the trouble?

Tacoma Police are not Encrypted but some Tac channels are.

If Bonney Lake PD is digital, wouldn't that make Sumner and Puyallup digital as well, since all three operate out of Puyallup Dispatch?

No. It's a mixed-mode system. As indicated in the 'database', Puyallup is in analog mode. BLPD made the choice go with P25 CAI. Sumner is not yet on the system; I think it's a budgetary thing. They're still being dispatched by Puyallup, but on their legacy VHF.
