I run both OSMOCOM OP25 and of course the P25RX. I am trying to noodle something regarding priority values. It seems like the P25RX is opposite of the OP25 software. The P25RX it appears the higher the number the higher the priority. With OP25 software it appears the lower the number the higher the priority. This is what confusing me.
I am asking this here only because I noticed that some of the P25RX code is given a proper credit to OP25 software.

Correct, on the P25RX the higher the number assigned the higher the priority. A priority of 2 would be monitored before a priority of 1. A priority of 3 would be monitored before a priority of 2 or 1. ...etc.

For the P25RX, the larger the values, the larger the priorities. Only a very small portion of the P2 decoder is based on OP25. Even that code has been ported to 'C' and changed to work with the P25 P1 and trunking code in the P25RX code base.
