I just got done listening to a QSO between a newly licensed technician and someone else. The new tech said he didn't have the privileges to talk on 10 meter FM repeaters yet. That he had to be a General.
I'm confused.
I thought any class license could talk on FM repeaters, no matter the band?

Being that all the repeaters on 10 meters are well above 28.500 he would be operating outside the tech portion of the band.

Just wondering if the repeater input could have been on the tech side of 28.5 and the output higher then 28.5? I don't operate 10m but now that I'm thinking about it... tech only has sideband privileges on 10m??? Repeaters are phone??? Or he could have taken and passed the general test and was waiting for his ticket. He could legally operate in the higher class bands with his "passed test sheet" in hand???

The most likely answer is the Tech was operating on a repeater where they do have privledges, i.e. 2 meters and the 2 meter repeater is linked to 10 meters. That's perfectly OK under the rules.

10 Meter FM Repeater pairs are 100 KHz apart and as follows:

OUTPUT INPUT
Repeater 29.620 29.520
Repeater 29.640 29.540
Repeater 29.660 29.560
Repeater 29.680 29.580

The voice (SSB) portion of 10 meters for technician class is 28.300 MHz to 28.500 MHz
