Temple / Bell County Analog Public Safety?

Can anyone in the Temple / Bell county (and surrounding) verify any v/uhf analog public safety / fire / ems / SAR frequencies still active and in the clear? I have someone down in that area looking to monitor what they can with flooding, and some other stuff and I'm looking to provide some solutions to the digital / cost barriers.

Hopefully someone local will chime in....first of this year I spent a couple of weeks working in Temple and all the PS was on the Bell County P25 system. No E but digital for sure.

Burnet, Kempner, Lampasas are VHF and often provide mutual aid into Bell County.
