Tetra Demodulator

Hi!
I have tetra demodulator, but I am not able to understand most of the data reported in the "Current Cell" item.
I attach an image of a random site.
I'd like to understand how the "Location area" numbering works

The location area, LA, are set by the system administrator and can be any value he thinks make sense to him.
103 could be the geographical area, he might have started with 101, and 14 could be the site in that area and there's already site 1-13 in use.
But each admin do as he thinks are relevant to him, there's no rules or guidelines to follow.

And do you know something about the voice "Cipher key"? What that number refers to? The actual Key for the encryption or it's also a value set by the administrator?

It's usually a special key administrator that works with a special non networked computer and the keys are kept in a safe. It's a static key used that are loaded in basestations and each radio and there's a dynamic key that get sent out over the air and can be changed at any time and both needs to be used by the radio. It says the site use Class 3 in one line that means TEA3 which is the most secure protocol.
