Why is there a "$" in front of NAC 293 in the section "800 MHz Incident Control" in the Texas Common/Shared section?

It's common notation to use a $ before a NAC to denote hexadecimal (see: NIFOG). Another way of denoting hexadecimal is 0x, i.e. 0x293.
