This might sound dumb but why would the CIA use radios in the first place? Most of the agents work undercover and alone so cell phone would be more than efficent. They also work in other countries which raadio systems are completely different than American systems. As for security around their nHQ in Langley you can bet it's probablly encrypted with something none of us know anything about,.

Remember, Agency employees are Officers not agents. Agents are FN's an Officer recruits to steal secrets from their home country.

The vast majority of wireless communications with stations and Officers around the world is done via digital voice over satcom. HF can also be used. All of the above is secured to the TS//SCI level. STU's and STE's can also carry codeword conversation over ordinary telephone line.

The SPO's have a secure VHF conventional repeater system using mostly EF Johnson subscriber units, with a very few XTS5000 in the mix. They also have a supply of XTS3000's for use on the Fairfax County Smartzone system.

Since they aren't really telling us the details of their organization, one can't be sure, but it seems likely that the CIA is mostly support staff of various kinds as opposed to mostly "agents". From what I've read about the CIA, there seem to be a considerable number of people that provide support for a lesser number of actual undercover employees.

BTW, "Spycraft-The Secret History of CIA Spytechs" by Robert Wallace, et al., is a good read if you'd like to know about some of the technology that has supported the CIA's operations over the years.

I was more talking about police ops within the building and administrative and HF,
I know they have HF Nets, but i never found the frequencies

What very little I know is that the CIA and the NSA likely have the most advanced comms in the world, given their respective mandates and operations. There is likely very little (if anything) that is beyond their reach.

Meanwhile, I don't think that I would even try to determine what the CIA or GSA (or whoever their police are) freqs may be, or what they are transmitting. Even the lower level physical security stuff. To me, it isn't worth the risk.
