A proper dipole are balanced and both elements operates in the same way and you can have either element up. As it says up with an arrow I guess there's no balun to convert the balanced dipole signal to an unbalanced coax connection. It's just a vertical element with a counter poise as ground, half signal level compared to a proper dipole.
