I have a desktop active wallpaper program that can play a feed like that. Any IPTV feed in fact. It's called Push Video Wallpaper.
The program is legit, I bought it and scanned it at VirusTotal, though the program does make a connection to push-entertainment.com at least every time the computer boots. So you may want to block that domain with Pi-hole, the Windows host file or NextDNS, etc. I just don't like things going behind my back, and I run a heavily stripped down version of Windows 10. So there is next to no telemetry outside of a few domains I block.
