An update. Following advice from this Forum, I programed my 996XT with the 5 freqs on the license, each as an LTR 'site' with all Zeros as the 20 LCN positions. After several days the results are:

site 1 = 451.7850 [4 TGS of the form 0-01-xxx]
site 2 = 451.8875 [a single TG of the form 0-05-xxx and only 1 occurence]
site 3 = 451.9875 [many hits of a single TG 0-07-212]
site 4 = 452. 2625 nothing logged
site 5 = 452.3625 nothing logged

I don't understand what to make of this data nor do I know what to do next in figuring out this system?

More advice please.

While not enough hits to be sure, it is likely that 451.7850 is LCN01, 451.9875 is LCN07, and you have further evidence that sites 4&5 are not part of an LTR system.
Now you could create a system with those 2 freq's as LCN 01 & 07, and you MAY see them trunk, although this system appears very inactive, and then less likely to trunk. Not being familiar with the HP auto find, maybe you just let it continue to map, but I'm not sure if it will trunk in the process.
With only one hit on 451.8875, it could be a "goto" or just very few users. Even though it does not cover the HP, you can get terms explanation, and possible avenues to explore here:
Mapping an LTR System
by looking at the DMA instructions.

It has been suggested to me that my local system is a hybrid, part LTR standard and part LTR Passport (whatever a "passport" LTR system is, the wiki explanation is quite vague and lacking any detail).

Anyway, I found a work-around, that is my HP-1 scans until the first transmission on freq 3, then stops, properly copies the traffic. but when the transmission ends it does NOT resume scanning.. It just sits on that channel, but the "ticking" is suppressed so the channel seems quiet.

So, since I actually have two HP-1s, I can do normal scanning on one, and listen to this single channel on the other, not a very elegant solution. But, it works!

Thanks for the help and for the suggestions.
