I am coming to the city in a few days and will be staying in time square, is there still LEO to listen to or are they encrypted now?

Why is that? Still waiting to make the switch to P25, or intentionally keeping those precincts on an analog channel?

Because it takes a lot of work to complete. These things aren't done overnight. Remember how big these boroughs are and how much radio infrastructure there is. They will all go P25E eventually.
