Interesting to see alot of So. Mi. dwellers here.
I repair and set-up alot of the Whelen systems as a subcontractor.
Here is what I have.
macomb...........154.355, st. hgts.......154.100, shelby, 158.970,
wayne county.........Most stations 154.370 including western wayne
Livonia...................155.625
downriver...............154.220, 153.740, 155.805
Monroe county,.......EMD 453.625/firestations..154.430
lenawee.................old 154.430/new 156.105
washtenaw.............Old and being phased out..37.100/new 158.760
Oakland.................always been 155.265 haven't seen anything else
Genesee................155.88/ 154.145/154.190
Not sure of what detroit uses Last heard they still used wireline.
Our whelen decoders are pretty hard to crack. I've tried a couple times myself, but to set-up and set deviation and reciever input levels, you have to know your math and have a good scope/monitor to read these parameters.

I been engineering and repairing public safety equipment for 20+ years now. ( second generation) It all started many moons ago when I used to be a C.I.S.T. mgr for the Salvation Army. We used CB's to talk across town until I mastered a home brewed and licensed UHF rptr. atop the ren cen. We had portable coverage ( HT 440's, ICOM ICU-16's) all the way to Jackson. Never got a degree, just know what works and what don't. I do alot of specialty LEO/fire/ems vehicles for the boys and girls in the field.
Got into the tornado sirens about 15 years ago with an old employer, and when I left to go to a P/S Dept. he still kept me in his back pocket. He does all the hardware installations, and I go out and do the wiring, sound board/disp. set-ups.
