How far from the Toronto Terminal Control, which I presume is based in the Toronto region, would an aircraft switch to one of their frequencies and be governed by TTC?

It will depend if the aircraft is operating VFR or IFR. From what I could find on the interent, the Toronto VTA Chart shows the Terminal TMA airspace extending out to 26nm around YYZ, this would cover VFR flights and I believe the IFR boundary is similar. Keep in mind for IFR arrivals they typically hand them off 5nm to 10nm before the boundary.
