Tri-Com to switch to Starcom21

This was forwarded to me from a ham friend of mine

"Tri-Com always looks for ways to help improve the quality service we provide our agencies and residents. We are proud to say that part of that is also finding ways to stay on top of technology without large costs.
Nationwide, 490 fire departments and first responders were awarded grants beginning July 13 for fiscal year 2017. Grants range from $3,750 to $1.5 million.
***The largest grant was awarded to the St. Charles Fire Department in St. Charles, Ill. *** This was a regional grant that benefits all 6 of our fire departments!
In the next year, Tri-Com will work to improve its police and fire radio infrastructure by moving to the StarCom 21 radio system..
This system allows for inter-operability and communications with our neighboring agencies as well as the Illinois State Police.

UHF T-BAND MIGRATION SITUATION REPORT - UPDATE
-Tri-Com Police Radio Channels 1, 3 and 5 all currently operating in the UHF frequency spectrum that has been earmarked by the FCC for auction to the private sector beginning in 2021 (460-470 Mhz).
*Tri-Com Fire Radio Channels currently operate in the VHF frequency spectrum and are not currently expected to be directly affected by this change, but migration to same platform as Police would greatly increase communications interoperability during joint operations
-Tri-Com Executive Board T-Band Replacement Committee reviewed alternate courses of action for the migration of all primary and supplemental police radio channels from the UHF spectrum and made the determination that STARCOM21 was the best course of action
-Radio Committee factors and considerations for migration of Police UHF Radio System to STARCOM21 Radio Network
+ Numerous other surrounding PSAPs have already or are in the process of migrating to STARCOM21
+ Funding Options: Tri Com Reserve funds + recent legislative change that has resulted in an increase in 911 surcharge revenues should cover acquisition of hardware for participating agencies
+ Movement to STARCOM21 Radio Network will eliminate much of the capital repair and replacement that is currently being handled by Tri Com Central Dispatch. Capital costs will be replaced by fixed user/airtime fees which are expected to reduce each participating agencies Tri Com service fees over time
+ Fire Radio Network: (Tri-Com FD user agencies recently approved for an Interoperability Grant through Homeland Security which should cover funding for a STARCOM system acquisition on the Fire side of public safety radio communications)
+ Interoperability improvements as a result
-Plan of execution is to stand up STARCOM21 test system while maintaining UHF Police Radio Network as a parallel operating system until testing is complete before jumping to STARCOM network for primary radio communications. Hope is that full implementation will occur in FY 2019
