Here's the scoop. About a year or so ago (maybe longer?) the SPNJ trunked system was upgraded to a smartzone system. What this means is that so long as a radio is tuned to a particular takgroup ("affiliated," in technical terms), and that talkgroup is recognized as valid statewide, that radio will be recognized regardless of what system that radio is working within (and, therefore, that talkgroup can be active in a system outside of it's home system). The idea behind this feature is so that an end user (a trooper, DoT supervisor, etc.) does not have to tune his or her radio to a specific system (A, B, or C in the case of NJ) first in order to talk.
Therefore, to answer your question, yes, a talkgroup that is usually assigned to the Troop A system can appear on the Troop B system so long as: (a) users of that talkgroup are allowed to roam outside of their home Troop and (b) there is a radio turned on to that talkgroup in Troop B's area (or C in A, or B in A, etc. etc.).
