Troop c partially encrypted now? why?

Today i noticed troop c dispatch is listed as partially encrypted now. Wondering why this decision was made.

It's not new, just updated from previous monitoring. Still 99% in the clear as far as I know, just has the capability of some encryption. Maybe it's some particular radios only, maybe even not meant to be (by mistake). Probably not much to be concerned about

They do encrypt every now and then. Very rare. They are doing it the correct way.

Way better than 100%.
