I was looking around on local trading post for a good cheap scanner for my dad. There's one guy posting on all scanner threads saying "After Jan 13 that if you don't have a. Digital scanner you won't be able to pickup anything around Perry Co"? His source of info is the Radio Shack guy, has anyone heard of this?

From the database page it doesn't look like it is gonna happen Perry County, Kentucky (KY) Scanner Frequencies and Radio Frequency Reference

Most likely someone trying to make a quick sale to line their pockets for the Holidays.
They work on a commission, besides their pay.

The truth is that by January 1, 2013 VHF and UHF frequencies (with a few exceptions) will have to go narrowband. That means the bandwidth of current radios is 25Khz and after Jan 1 it will be 12.5 Khz. This requires re-programming or if the radio can't be re-programmed then it will need to be replaced. Many are choosing to go to digital radios as well. There is no requirement to go digital however.

How do I know the bandwidth of my scanners? I have pro-106 and pro-197 digital and Uniden BC350c. THANKS!

Yes, but it may only cost a couple of hundred dollars each to replace conventional radios. Switching to digital is a complete system change, all radios, base, mobile and portable and can be extremely expensive.

Smaller counties just simply can't afford it. If they do, what happens to the volunteers and other personnel like Constables that have to buy their own radios?

you can if it is analog, it will just be lower in volume .
