I am trying to work out what type of system the following is:

Motorola radio's used in the system yet to be identified, will be checked out in a few weeks.
The system operates as follows:
each radio has a 2 digit ID,
a caller has to enter an ID of the radio it's calling via the key pad on the radio, then key the mic s/w on the mic and the radio calls the other radio. The radio recieving the call presses the mic s/w to answer and a private 2 way conversation can be made.
I don't know if a radio can talk to all users at once like on a conventional radio network.

OK, the radio in the vehicles used is a motorola GM1250e.
They have a full keypad and full size display (bigger than a mcs2000). The base radio is the same too.

Should be simple to work out if its a trunking system of any sort or not. Monitor all the channels from the site and see firstly if there is any sort of continuous data buzz saw type sounds. If not, that rules out Motorola trunking and MPT1327 trunking.
It won't be EDACS trunking too if they use Motorola radios, so that leaves only a couple of possibilities. One is that its an LTR system, or a smartrtunk system. Both can be defined by listening to strange data bursts on the voice frequencies every minute or so. Even if there is no voice.
If not, I would say that the 2 number radio ID could be simply DCS tones. If there is a data burst just before each voice transmission, then this would be it. ITs basically tones that open the squelch of certain radios. The base probably has the tones for different departments or areas programmed in, so they can talk to certain groups of users while locking out others, but still using the same frequencies.

It's a simplex system. I had a look on the ACA website, and found that they have no repeater inputs licensed to them.

The two-digit radio IDs are probably two-tone selcall.
