BC780XLT: Trunking Newbie With Problem

I am attempting to receive the Burleson TX trunking system, from this URL https://www.radioreference.com/apps/db/?sid=5245
I live 5 miles or so from the town. I also have a discone antenna 20 or 25 feet over my house.
I have the OEM manual and this URL Determining Logic Trunked Radio (LTR) Frequency Position as instructions. I am only trying to receive the 5 system frequencies with my scanner.
Here's how I've gotten to where I am so far:

Press the Menu key
Press 3 for Trunk Data
Press the number of the bank you want to make LTR (I used number 3, it was on the example in the URL)
Press Enter on Trunk Type
Press 8 for LTR
Press Menu 3 times
I used 101, 105, 109, 113, and 117 for my channel numbers
I entered each of the 5 freq's then held the trunk key for 2 secs, each one
Also I've pressed trunk, so the word is displayed above the frequency

The problem is that when I press scan, it scans - but there's no activity
Okay... so I press srch too (just trying) still no business.
I can receive WX with no problem.
Help?

The last time that LTR system entry was updated was over six years ago. It is probably out of date now and the frequencies may be inactive. Program them all as ordinary conventional frequencies and scan them for any activity.

Burleson now operates on https://www.radioreference.com/apps/db/?sid=7349 (a P25 Phase 2 system).
