Trying to get Norridge PD

Hello all, I have a Motorola XTS-3000 Model 3. I am trying to listen to MCD Dispatch (Norridge, Harwood Heights, Schiller Park) I am new to this and just trying to get it to work. Can anyone walk me through setting it up? When I put the frequency thats on the website it does not transmit anything. (the conventional tab) I really need help

They are on STARCOM21, so you wont be able to listen to them on your XTS3000.
