Trying to help a friend

I have a friend in gwinett county ga and he is having trouble with this system http://www.radioreference.com/apps/db/?sid=5079 and i sent him a bin file from psredit software downloaded from rr database.The digital decode sounds garbled like a weak signal would do,but this is not the case.He has the latest firmware applied could someone look at this system and see if there is something i could be doing wrong/or some hint's on what i may do to correct this?

Duh!No wonder he's having trouble most of the comms on this system is encrypted would pay me to read the info on the data base...

Yea he was trying to monitor hall county as well
