Well a change has been posted to the Tulsa site, not sure what changed as 858.000 is still there. Looking at the history of changes it has been there since before 1/15/22 that's the earliest update (not Tulsa) showing right now.
On the Radio Shack Pro series of scanners, one had to only program the control channel freqs and the radio would calculate the voice frequency, greatly reducing the memory uses for that. Does the Uniden radios work the same way or does one have to program all the frequencies?

The current models of Uniden scanners only need the control channels on P25 & other systems. That's been the case for a number of years. Of course, all the site frequencies are needed for LTR, and EDACS systems. However, if the system in question is a Harris system, then all site frequencies are needed since those systems utilize any of the frequencies to be control. Many rotate CC regularly. So, while the scanner only needs the control channel info, the control may be any of the licensed frequencies for a given site.
