Two systems using the same frequency?

Hello....I noticed in RR that two systems: Federal Wireless and Talk Wireless (LTR UHF analog) are using same frequencies 420.5625 see attachments.
Today I hooked up my Icom R7000 with a discriminator tap and ran DSD+ The only TG coming through is DMR 203, a taxi service which use to be on Federal Wireless with a talk group of 9961592. I also added the Talk Wireless LTR analog system into a scan list on my PSR 800.....no traffic at all on that system.
So am I missing something here or has a new system popped up?

The UHF and VHF LTR sites for Talk Wireless as far as I can tell is dead. I haven't heard listened to them lately but the last time I did I don't remember if I heard much traffic if any at all on these two systems and probably can be depreciated. I am not sure but the Bearcom LTR could be checked as well. The last time I listened to that one the only thing I heard was 1 active TG (a taxi) and that was many months ago.

Also to note.. the TW in St Catharines DMR system is a Cap+ while the FWC system is a Tier 3. I looked back at my logs for my radio and don't see any T3 activity on any of the site 7 frequencies for FWC.. so I that information most likely is incorrect.

Check the CCs on 420.6625 and 420.9625 - BOTH show TIII site 7 and there's loads of voice activity. 420.5625 is a Cap+ rest channel still from what I'm seeing on DSD+.

FWIW, the CC data streams are both on their respective slot 1s and the two "sites" are fully parallel in their voice channel traffic.
