TWO TONE detect with twitter.

anyone know how RenfrewCountyScanner/PoliceScanner.ca is able to post audio links to twitter from two tone alerts.
So far i have my Two tone detect running with a webhook push to twitter.
cant figure out how to get the audio to link to the twitter feed.
