I’ve been looking into purchasing a TYT MD-UV390PLUS Radio to use with my volunteer fire department. Does this radio have the capability to program a paging channel like Kenwood Radios where it only notifies you when your department gets a call?

I will still answer the question asked.
The MD390UV PLUS in DMR digital mode has (in addition to AES and RC4 encryption) a talkgroup and a color code.
For the user to receive the voice call, the call must be made by a member of the same talkgroup on the same color code, otherwise the user does not hear anything.
The MD390UV PLUS also has SMS, you can send the SMS to a particular user with his number and only this user receives the SMS.
If encryption is enabled, conversations and text messages are encrypted. And there are no licenses to purchase to use encryption. only the FCC license part 90 to obtain.

if you are talking about the analog mode, the 390UV PLUS has DCS/CTCSS tones. The user's analogue reception is only activated if the transmitter has the correct DCS or CTCSS tones.
Note that there is no need to press a key to send the color codes/talkgroup or the DCS/CTCSS. Once they are programmed into the radio as soon as the transmitter presses the PTT, the correct codes are sent and if the receiver has the same codes programmed, the squelch opens and it hears the transmitter.
You can have several channels and each channel can have a different code. All channels can be programmed on the same frequency if desired, and therefore on the same frequency you can then use several different codes to make different groups.
To select another group, the transmitter just changes channels with the rotary knob. The channel number is written on the screen and can be spoken in English if desired.
