Maybe they're using it as a link from the dispatch center in Durham to the 156.105 repeater in Barrington? Or a mobile repeater?

You are most likely listening to the output of a (most likely) Pyramid mobile repeater. The mobile repeater typically is set up to broadcast out with CSQ, although you need an appropriate PL or DPL to access the repeater. Typically 2-Way installs these 5 watt units using 1/4 wave rooftop mounted antenna which allow reception quite a distance from the vehicle in many instances. Many of these in-band VHF mobile repeaters have been installed across the Seacoast of NH in a variety of fire, EMS and some law enforcement vehicles the past few years.
