Uniden 996P2 EDACS audio

I am running a 996P2 scanner that is monitoring an EDACS system with a mix of analog and digital traffic.The ProVoice talkgroups are extremely loud compared to the analog channels. I tried the Volume Offset feature on the PV TGs with no luck. There is an analog AGC but there is not a digital AGC so I can't try that.
I need to even out the audio levels.

I have the same issue here in Albuquerque. There is nothing you can do about it, I have tried everything. It's on their end.

For what it's worth, it's the same on the 436.
